Quattro development proposal set to topple

The proposal which sparked one of the biggest corruption scandals in local government history is set to be rejected by Wollongong City Council.

Disgraced developer Frank Vellar's ambitious Quattro development has been recommended for refusal, ending a saga which began when Mr Vellar first lodged his proposal four years ago.

The council released its report recommending rejection late yesterday - almost one year to the day when the Independent Commission Against Corruption's (ICAC) public hearings began on February 19.

Bound by Flinders, Campbell and Keira streets, the 48m-high $100 million development was three times the size of any comparable development in the city.

In the wake of the ICAC hearings the council launched a landmark court case aimed at overturning the original approval for the proposal, the outcome of which hung on whether Quattro was "tainted by corruption".

Two weeks ago the Land and Environment Court handed down consent orders which effectively overturned the approval.

All that remained to be done was a reassessment of the original application.

That reassessment found the Quattro proposal should be rejected on several grounds. "The bulk and scale of the development is excessive and inappropriate, having regard to the character of nearby development and the desired future character sought to be achieved," the report said.

Mr Vellar did not comment on the report yesterday.

The council's recommendation for rejection could be the final nail in Quattro's coffin.

The land, bought in 2002 for $8.8 million, is still owned by Mr Vellar's company Sebvell.

But his Quattro vision may never be realised.

The recommendation for refusal will be discussed at the council's meeting on February 24.

It's a shame really this all had to end in scandal.

Wollongong is screaming out for a decent shopping precinct which might attract unique shops in the region.

Who shops in Wollongong when there's better shops at Miranda and Shellharbour?

Probably the only saving grace is that we're about to head into recession and most of those shops would have ended up vacant anyhow.

I was really hoping that this development would actually get on its feet. The current state of the land is quite appalling. With the right mix of retail and commercial premisises this would have been a good shot in the arm for Wollongong... Its a pitty that it ended up this way. I hope the whole ICAC situation does not deter any new developers from entering the Wollongong market.

I live in Smith Street and I was looking forward ti some decent shops and life coming to the corner of Smith and Keira Street. I would like to see something around 10 storeys on this site. It is prime CBD land, not a rural backwater.

I am sad that this lovely city block, located on the main entrance to Wollongong city, is laying underutilised and unloved yet again. I was so looking forward to the Italian Forum style shopping precinct touted for this site. Yes it was too high, but scaled back to fit within guidelines it would have been lovely.

The ICAC situation has already resulted in developers shying away from Wollongong. The chilling effect from ICAC will be affecting our children's ability to secure local employment. That is how long it will last.

What a shame this development won't go ahead. Council have no foresight.

Vellar may have gone about this in completely the wrong way but he certainly had a great vision for that part of the city.

Let's hope something will be done soon to develop the gateway into the city. As it stands now, it's a frightful eyesore!

Why would developers flee Wollongong in the face of ICAC?

Surely if they are doing their job in a totally above board manner, they have no reason to avoid Wollongong.

Stumped - the answer is developers flee Wollongong because Council staff have become immobilised by the scandal that any proposal that is not 200% "inside the box" now has no room for negotiation.

And I mean negotiation, not corruption.

To be economically viable a project needs to have a certain return and to get that, you need a certain floor space - otherwise you are risking multi-millions and possibly your own home and family's future on slim or overly risky pickings.

For developers, coming to Wollongong now means dealing with rigid, scared, rule bound and inflexible Council staff.

In business, time is money, so the more hurdles placed before you, the higher the costs.

Its just easier to go to another Council area without the ICAC legacy as they are willing to judge a project on its merits.

Why is it that the local developers like Vellar see the great potential in developing North Wollongong CBD and all the "officials" and their reports have no interest in it and want all the development to be at the southern and western CBD? South CBD is dank, dark, windier and has all those creepy foul-mouthed teenagers and junkies hanging around all day waiting for their methadone or to meet their drug suppliers or worse - wanting to snatch our property.

By contrast, the northern CBD has a peaceful, non-threatening vibe, there are great little shops and businesses, it is sunny, north facing and there are not so many creeps hanging around.

We need Vellar's style of Italian Forum development in the north CBD to keep this vibe happening.

Just cut it back to 10 storeys from 17 and it will be great.

I own a small business and I was looking forward to the Italian Forum type development proposed for this important entry site into Wollongong. I disagree with corruption but a modified version of Quattro would be terrific for the site.
