Disgraced developer Frank Vellar's Quattro proposal could still become a reality, according to Wollongong's administrators who said the proposal could be amended and resubmitted.
Administrators last night rejected the Quattro application which sparked one of the biggest corruption scandals in local government history.
But the proposal may still rise from the ashes if an amended development application is put in which conforms with guidelines.
Administrator Gabrielle Kibble last night said "it would be open" for Mr Vellar to resubmit the proposal on the prominent Keira St site.
"It is always open to any applicant to lodge an application," she said.
The Independent Commission Against Corruption found planner Beth Morgan engineered Quattro's approval in 2005 on behalf of her lover and developer, Mr Vellar.
Last night's rejection of the Quattro proposal followed a Land and Environment Court case where the council successfully argued that Quattro's approval should be voided because it was "tainted by corruption".
The rejection represented the final nail in the coffin for Mr Vellar's original Quattro proposal which exceeded almost every planning guideline in place.
But it is yet to be seen whether he submits an amended version.
Wollongong's administrators also said they are prepared to defend their rejection in the Land and Environment Court, however "(Mr Vellar) will have the right to appeal".
