Street parking charge flattens drivers

Parking on the street for less than 20 minutes in the Wollongong city centre will be more expensive than on-street parking in the Sydney CBD, unless drivers can snare one of 32 free-for-15-minutes spaces.

Flat $2 fees in the CBD will make Wollongong one of the most expensive councils in NSW for a short-term on-street spot when paid parking begins on March 22.

The city will have 850 paid on-street spaces, covered by 141 pay and display ticket machines.

The Mercury contacted seven other regional and city councils with paid on-street parking and found that none had a flat fee and all allowed motorists to pay for less time on a pro-rata basis. But in Wollongong, a flat $2 fee will apply for half-hour, one-hour and two-hour parking spaces, even if motorists are in the spaces for just a fraction of the time.

At $6 per hour, the Sydney CBD was the most expensive place to park on the street.

But anything less than 20 minutes is still cheaper than $2.

Canberra was the cheapest city for on-street parking, ranging from $0.80 to $1.50 per hour, followed by Cairns at $1 per hour.

Geelong and Newcastle's hourly rates were similar to Wollongong's, while Parramatta, Waverley and Sydney City had the most expensive hourly rates. All were cheaper than Wollongong for short-stay parking.

Wollongong City Council general manager David Farmer said the flat rate was designed for "simplicity and ease of use".

"It does exist in other places, but it isn't common," he said.

But Illawarra Business Chamber president Les Dion was sceptical of what the flat fee would achieve.

"We want to encourage people to come to town and get circulation of parking in the CBD," he said.

"The flat rate doesn't lend itself to that. I haven't come across it anywhere I have been."

He said it would be hard to predict if the model would work since there was nowhere to compare it with.

The convenor of Neighbourhood Forum 5, which covers the city centre and surrounding suburbs, said residents had only recently become aware that the $2 would be a flat fee.

"It wasn't made clear in the earlier consultation," convenor Felix Bronneberg said.

"Our view is that in regards to addressing the car parking and traffic problems, this is an isolated measure. There should be a co-ordinated approach and to addressing the CBD parking and traffic problems."

Mr Farmer said the half-hour zones in the "city core" were the most in-demand so they attracted a $2 fee for a shorter time.

"You will pay more for better spots, like for better seats at a sporting event," he said.

Assuming the parking fees will be invested back into the CBD, well and good. User pays. It may not be as convenient, but why not park on the outskirts and catch the free bus?

Oh, Boo Hoo.... With all the tight wads refusing to pay $2 for parking, we should have lots of spaces available which will be a nice change. It's ironic that alot of people say they will travel from Wollongong to Shellharbour, Miranda, Warrawong or Figtree to save themselves 2 bucks... I would think that getting to some of those places would cost more in petrol, time and hassle factor. Oh, Well... Good luck to them...

A flat $2.00 fee for 'simplicity and ease of use'. Mr Farmer you really dont have a very high regard for the intelligence of your local rate payers do you. I'm sure most can read and understand some simple mathematics at a parking meter. Perhaps it makes the collection and sorting of coin a lot simpler and cheaper for the money grabbers/bean counters. Please just call it as it is - Revenue raising come price gouging at a street level.

I can understand the drama these changes will cause to some people, I don't go to Wollongong preferring to drive straight past and go to Westfield or Warrawong.

Its 2010 and the council is digging up the street to put coin operated parking meters in. What is the break-even time on this cost Mr Farmer? Surely ten minutes thinking about a smart solution may have helped. It took 30 seconds of Googling to find that in Central London, for example, one can text the number of a parking spot & how long they wish to park to a number on their mobile and their previously set up credit/debit card is automatically debitted and the computer already knows the car registration, also provided when you set up your account. I wouldn't want to be the chap cleaning out all these meters after dark.

To Mr Farmer and the Administrators, $2 is neither here nor there, but to the unemployed and pensioners on a fixed income,it soon adds up to a significant amount over time. A decision of this magnitude should not have been made while ever we haven't got elected representitives to do our bidding.I feel they have overstepped the line by making decisions that will have an effect on our lives long after they have gone.

This will certainly ease the parking problems, because no-one will go into town to get charged for parking. The buisinesses in Corrimal, Figtree, Shellharbour, Warrawong, Miranda and even Campbelltown will be rubbing their hands together. David Farmer will make this town a ghost town, just like Newcastle is after installing parking meters.

Thanks WCC! The final thing needed to send me on a pleasant drive to Miranda. I was prepared to dodge courier and delivery vans in the mall but I'm not paying for the privilege. You're really doing a good job of stopping congestion in the CBD by sending us all elsewhere.
