Women in North Korea found wearing trousers rather than skirts face hard labour under the the communist regime's crackdown on public morals.
Human rights group Good Friends said offenders can be punished with hours of forced labour or fined 700 won - almost a week's salary for some workers - for the breach.
Women wanted to eat chocolate for a year Good Friends director Lee Seung-Yong said the crackdown was angering women who believed skirts were less practical to wear than trousers.
She said disciplinary officials stood at street corners during the morning rush hour and lunch breaks to watch for any women violating the pants ban.
