Detectives are treating as suspicious the death of 82-year-old Nelson Lee, whose body was found near the shore of the Shoalhaven River off Scenic Drive on the morning of October 4.
The area near the rowing club, west of the Shoalhaven Bridge, was closed off as forensic police and investigators scoured the land for clues.
CCTV footage of Mr Lee
Strike Force Royce was set up to investigate the death of the South Nowra man.
A spokesman said detectives were focusing on piecing together Mr Lee's last known movements.
It is believed the last sighting was of him walking along the Princes Highway near Scenic Drive about 4pm on Wednesday, October 3.
They have released closed-circuit television images of Mr Lee in an arcade off Junction Street, Nowra at 3.15pm that day, hoping to jog the memory of anyone who may have spotted him.
Police have also urged anyone who was walking beside the river early the following morning, or who took to the water from the rowing club that day, to come forward if they remembered seeing Mr Lee.
He is described as Asian in appearance, with grey hair. He was wearing grey tracksuit pants with a fawn-coloured long-sleeved shirt.
Officers are also keen to hear from anyone who saw or interacted with Mr Lee any time before his death or from anyone with information about the circumstances surrounding his death.
Call Nowra detectives or information can be given anonymously to Crime Stoppers on 1800 333 000.
The body of an 82-year-old man has been found floating face down near a tinny at Sussex Inlet in what police are describing as "a boating tragedy".
The man's body was found about 6.15am yesterday near an eight-foot tinny by another man who was out on the water, police said.
Initial inquiries suggested the man had left a boat ramp by himself on a trip to catch prawns about 6pm on Tuesday.
The body has not been formally identified, but police believe the deceased is an 82-year-old man from Rooty Hill in Sydney's outer west.
