The children, aged 10 to 12, were playing near a water tower when they made the discovery about 4pm.
A police spokesman said the children saw the man lying on the ground and thought he was asleep.
When they couldn’t raise him they went home and told their dad.
Detectives, general duties and forensic officers attended the scene off Lyrebird Way.
Police believe the man was a 52-year-old from a Surry Hills homeless shelter.
A report will be prepared for the coroner.
