Cr Moran, who was preselected by the Illawarra and Southern Highlands Greens, was also the candidate at the 2007 and 2010 Federal elections and stood for state election to the Shellharbour seat in 2011.
In 2010, Cr Moran won almost 12 per cent of the Throsby vote and recorded a 3 per cent swing towards the Greens.
He said he hoped to see this trend continue, as issues like coal seam gas and renewable energy became more important.
"In the Southern Highlands part of the electorate, these issues are particularly resonating with residents," he said.
"I'm very sceptical of the position of both of the old parties [on coal seam gas] ... and a lot of people see the hypocrisy of these parties who pay lip service to various concepts but then always approve big projects when they come up for consideration."
Cr Moran said issues like reversing cuts to single parent benefits, closing mining tax loopholes and investing in the National Disability Insurance Scheme and recommendations from the Gonski report would also be an important part of his election campaign.
"A lot of people try to categorise the Greens as being simply a group of environmentalists who seek political power - but we have a lot of other issues around social justice and the economy as well," he said.
Throsby remains one of two NSW seats for which Labor preselection has not been finalised. The other, central coast seat Dobell, was held by former Labor MP Craig Thomson.
The NSW Labor administrative committee met on Friday but failed to resolve the issue of preselection in Throsby.
Last month, sitting MP Stephen Jones told The Mercury he was fed up with speculation over who would stand for Labor in his seat and called on the party's officials to get their act together.
Mr Jones confirmed he had written to NSW Labor secretary Sam Dastyari asking that the party call a rank-and-file preselection.
