Trust deputy chairman Chris Homer said the process of creating a new plan of management for the park had begun, with a draft expected by November.
The plan will guide future use, management and enhancements made to the reserve, taking into account best practice environmentally sustainable principles.
The trust has hired Montemare Consulting to develop the plan.
"We want to hear from people about why Killalea is dear to them and what they feel they would like to see happen there," Mr Homer said.
"We have put lots of channels in place for feedback."
In 2007 there was outrage when the previous trust entered into a 52-year lease agreement with Killalea Coastal Investments to develop more than 200 lodges and a conference centre in the park.
A scaled-down version was later proposed before the lease agreement was terminated by the NSW government in 2010.
Killalea State Park was excluded from Shellharbour City Council's recently gazetted Local Environmental Plan but Mr Homer said the new management plan would take into account council guidelines and fit a similar framework to the LEP.
Mr Homer said the team would be at the park on May 17 from 7am until 10am and on May 19 from 3pm until 6pm, to take feedback and explain the process.
He said people could have their say by visiting the Killalea State Park website and downloading a submission form.
Residents living in the streets adjacent to Killalea will be sent a survey in the mail later this month while the consultant team will facilitate focus group meetings with key user groups, community interest groups and stakeholders during May and June.
