Paramedics and police responded to the incident around 4pm, and the man was taken to hospital in a stable condition.

Witnesses reported seeing the man, who had been walking along a pathway behind houses on Nicol Street, jump over back fences in his attempt to avoid the dogs.

Ammie Croft was in her mother's loungeroom when she heard someone screaming for help.

She said she ran to her backyard to find the man sitting with "a chunk taken out of his leg".

"I stayed with him, put pressure on his injuries and got him to a chair because he said he was feeling faint," Ms Croft said.

She said she then went through her gate and saw the two dogs, a German shepherd and a brown mongrel, behaving aggressively.

"I was full of adrenaline, I don't know what I was doing but I just needed to help this guy out."

Ms Croft said she yelled at the dogs and they "backed off".

The dogs are understood to reside in a Housing NSW property on Nicol Street. A neighbour, who did not want to be identified, said residents were afraid of the dogs and multiple reports had been made to the RSPCA, Wollongong City Council and Housing NSW.

"Kids walk through here to go to school and go to the shops," the resident said.

"I've told the housing department I feel like a prisoner in my own home."

It is not clear what will happen to the dogs.
