Two packages – one containing about five kilos of methamphetamine from the US and another containing 25 kilos of pseudoephedrine concealed in buckets of body building protein powder – were identified during the investigation.
These packages were intercepted and substituted by JOCG investigators, who then conducted a controlled delivery operation.
It will be alleged that a 30-year-old Canadian national took possession of both substituted packages, before passing one onto the 44-year-old Horsley man.
The men were arrested on Wednesday.
Both men were charged with supplying a large commercial quantity of drugs.
The Canadian national was also charged with attempting to possess a commercial quantity of drugs.
Both are scheduled to appear in court on Thursday.
