Police said the woman entered the supermarket about 12.45pm on Sunday wearing only a short purple sarong, with no top and no shoes.
The store's manager approached the woman, who defended her actions, saying it was perfectly natural to be dressed the way she was.
Police were then called, and told the woman her lack of dress was offensive, particularly as there were elderly people and children inside the store.
The woman left the store, went to her car and put a shirt on.
Police said a criminal infringement notice would be issued and the woman fined.
