Several hundred people dressed in yellow lifesaving uniforms heard of Mrs Armstrong's love of the sea.
There is a centrepiece of a yellow surf lifesaving board on a mound of sand surrounded by flowers, according to Bega District News.
Mrs Armstrong, 63, was taken by a shark on April 3 while doing her regular morning swim with a group of people, including her husband of 44 years, Rob, at Tathra Beach, just south of Bega.
"It's a memorial for Chris, but it's a counselling and healing session for the community," Rob told the newspaper. AAP
