Police told the court that Ryan Katipa, 22, from Albion Park Rail, was charged with exceeding the speed limit by less than 10 km/h and driving while disqualified after being pulled over on Sunday.
The statement of facts says Katipa had previously been charged with disqualified driving four times in the past six months - the first on November 23 - and a drink-driving offence in December.
These charges led to him being banned from driving until 2023.
"It appears the accused has no regard for the Road Rules or the court's order for disqualifying him from driving a motor vehicle," the statement of facts said.
The police allege that, on Sunday, Katipa was driving a black Commodore SS and was detected by the highway patrol at a speed of 69km/h in a 50km/h zone on the Princes Highway at Dapto.
They followed the car and, when they sounded the siren, Katipa pulled over.
Police allege that, when asked to show his driver's licence, Katipa said he did not have it or any other form of identification with him.
When his identity and driving history was confirmed, police charged Katipa with driving while disqualified, speeding and driving an unregistered and uninsured motor vehicle.
Police prosecutor Sergeant Wendy Nolan requested Katipa not be granted bail.
"His history shows quite a number of instances of failing to attend [court], Sgt Nolan said.
"If he is granted bail, my fear is that he will reoffend."
She said his history made it likely that, if convicted, Katipa would receive a jail sentence.
Defence solicitor Mr Kearney said Katipa was supported by his parents, who were also in the court and offered to put up a surety of $500, "which is a significant amount of money for them".
He also said Katipa had been working for BHP for the past three or four months.
Registrar Peter Ritchie said Katipa found himself in a serious situation.
"As someone without a licence you are running out of road as far as the court is concerned," Mr Ritchie said.
The police request to refuse bail showed they were "at the end of their tether", he said.
Registrar Ritchie granted Katipa bail under several strict conditions.
A surety of $500 had to be provided, he was to live with his mother at Albion Park Rail and could not sit in the driver's seat of a car for any reason.
Katipa is due to appear in Wollongong Local Court on May 6.
