If approved, the application will give UnitingCare Ageing 66 new units across four buildings, plus a range of communal amenities including a wellness centre, a village green, a community room and consulting areas for visiting medical practitioners.
The site of the proposed development is next to UnitingCare Ageing's existing Elanora residential aged care facility, which is home to 100 residents and the base for the organisation's local respite care service.
Work on the development is expected to begin in early 2015, subject to approval.
"Shellharbour is a beautiful, thriving community and we are excited at the prospect of providing new accommodation options that will support older people to remain healthy, happy and loving life in the Illawarra," UnitingCare Ageing director Steve Teulan said.
"The Wallaroo Drive site is close to a range of amenities including a large shopping centre, a range of medical services, transport options and UnitingCare Ageing's own residential care and community care services."
UnitingCare hopes to create an aged care services "hub" in the area.
Earlier this year UnitingCare Ageing's plans for a $119-million seniors housing complex on a neighbouring 4.2-hectare site off Wattle Road were approved by the Joint Regional Planning Panel.
That project will include 10 buildings that will contain 352 apartments, a 1121-square-metre church, a function hall, a men's shed, and commercial and retail space. However that project has no time frame.
