A report to next week's Wollongong City Council meeting reveals the council has provided 440,000 biodegradable dog poo bags a year for the past two years at a total cost of $18,000.
With 46,336 registered dogs in the local government area, each pooch only used about nine bags. However, the council figures did not include "the unknown amount of owner supplied bags", staff said.
Wollongong friends Madeline Harden and Lachlan Wells said the council-supplied bags made it much easier to clean up when walking red cattle dog Elly.
"It's not very pleasant to step in another person's dog's poo, so I'd like to think I'm a responsible dog owner," Mr Wells said.
"But I'd be lying if I said there weren't times when I forget to bring a bag."
Whippet Roxy's owner Audra Jaeger said most people walking their dogs near Wollongong Harbour - where rolls of bags are attached to the bins - were responsible in picking up dog poo.
However, she said it was difficult for owners to clean up after their dogs at beaches such as Coniston, where bags were not provided.
Council staff said rangers had reported an increase in people utilising the bags.
However, they also said there was "an ongoing need for education of owners regarding faeces management".
