His comments come after the Mercury reported on Gwynville resident Peter Leiner, who took 26 photos of dog poo during his walk from his home to North Beach in an attempt to draw attention to the problem.
Cr Bradbery said while pet owners were ultimately responsible, the council also had a role in encouraging people to scoop their dog's poop.
"When it comes to that particular heart of the Blue Mile, as far as I'm concerned council has a role there, and that's in terms of compliance," he said.
"What I encourage people to do is let us know at council so we can direct more energy into compliance.
"But ultimately it comes back to dog owners being more responsible - carrying a poo bag and cleaning up after their dog."
However, Cr Bradbery said he didn't believe people should be fined if they were found not complying with the council's regulations.
He said education was the key to creating faeces free footpaths.
"I'd rather not fine people and not do it on a basis of being big brother, but on a basis of people acting responsibly," he said.
"If your dog is responsible for it, you clean it up, that's the basic message."
