Vikings coach Dan McKellar says the NRC's law changes are a win for attacking rugby and the code's fans, including reducing penalty goals to two points and increasing conversions to three points – essentially creating an eight-point converted try.

But the Brumbies try-scoring trio of Robbie Coleman, Henry Speight and Joe Tomane are all in danger of missing Canberra's inaugural match against the Perth Spirit at Viking Park.

Tomane was cut from the Australian Wallabies camp with a hamstring strain, while it's understood Fijian-born winger Speight will be rested with a hamstring injury until he becomes eligible to play for the Wallabies on September 11, when he is expected to be catapulted straight into the Australian squad.

Coleman also strained his hamstring and jarred an ankle playing for Queanbeyan in last weekend's ACT Premiership grand final.

"We'll continue to nurse him through and hopefully get him right for August 23," McKellar said of Coleman. "It's not a long-term injury, but he's played a lot of footy. He's probably 50-50."

The NRC was launched in Sydney on Wednesday, the yellow fluorescent ball  an indication of the attacking flair organisers are hoping for.

The new rules were the result of people power, based on suggestions from more than 600 fans and decided upon by an expert panel including Wallabies coach Ewen McKenzie.

As well as the change to points for goal kicks, scrums will have a time limit. Instead of a bonus point for scoring four tries, teams will need to win by at least a three-try margin to encourage a full 80-minute performance.

While the cutting of penalty goals from three points to two potentially encourage teams to continually infringe in defence, referees have been told to crack down on repeat offences with sin-binning.

"I like that, to see more running rugby there's got to be more reward for scoring tries," McKellar said. "I think it'll mean teams will look to attack more than having that defensive mindset. We're a footy team that will want to play at a high tempo and back our fitness."

McKellar said he would like to see the rules accepted internationally too, but felt there would be resistance from the northern hemisphere, more renowned for forward-oriented and defensive rugby.

"From the southern hemisphere it would get plenty of support ... we're in the entertainment industry and people want to see tries being scored. I think it'd be great to have that change.

"People say you might see more infringement at the breakdown, but you could back that up with having something like a white card – if you continually infringe you get two or three minutes in the sinbin."

McKellar will take his entire squad to Bateman's Bay on the weekend for a camp to finalise preparations for the season. An assistant coach at the Brumbies, McKellar said the Super Rugby club was looking at the NRC closely before filling its last three contracted spots for 2015.

"The culture that's been developed at the Brumbies the last couple of years, we want to make sure that transfers to the NRC," McKellar said.

"If we can get some luck with injury and get off to a good start – because it's only an 8-game competition – I definitely think we've got the talent to win it. But it's going to be a tight competition."

The Vikings will name their leadership group on Thursday, Brumbies forward Fotu Auelua set to be appointed captain.
