"Unleash our Beaches" activist Margaret Wall and her dog gave Councillor Ann Martin the petition demanding northern suburb beaches remain off leash zones for dogs.

"I don't understand why councillors didn't recognise the recommendations by their own offices when they made their decision to change the policy," said Ms Wall.

"I seriously question their motives."

For two months volunteers distributed the petition on beaches and at local businesses to support the protest campaign.

The petition is set to continue until it gains 10,000 signatures, which Ms Wall then plans to present to state parliament.

She said she was concerned councillors were failing to represent their constituents.

"They have listened to a few squeaky wheels instead of the majority of northern beaches residents."

Ms Wall refutes concerns that the all day leash free green zones are attracting large numbers of dogs to the area.

"That is a misrepresentation, I walk my dogs every day at Sharky's Beach and often I'm the only one there," she said.
