Colin Hagerty signed up to a Telstra broadband package and was told he was ineligible for broadband services.
"I'm disabled, so I wanted to pay bills and do shopping online but they told me the ports were all booked up and they wouldn't be sending out the modem," he said.
Telstra confirmed that internet services were unavailable in the area.
"Currently, the street-side cabinet that serves the Stanwell Park area has all of its ADSL resources fully utilised and we are unable to connect new customers to ADSL service," a spokesperson said.
Telstra said that it was aware of the situation and that it was working on two projects to increase ADSL services in the affected areas.
The projects were expected to be completed by April 2015.
Mr Hagerty is wheelchair and walking frame-dependant in addition to having dyslexia.
"Having a computer and the internet makes it easier for a dyslexic person," he said.
"I have a program where I can speak and it types automatically, making it easier to pay things."
Mr Hagerty said that without the internet, he relied on the local post office to pay bills and that he was worried about recent Australia Post losses.
"With the post office threatening to cut down on services and then not getting the internet, I don't know how people like me will manage to pay in the future," he said.
