Mr Ward has been campaigning for extra carriages to be added to the 4.24pm Central to Kiama service, including starting up a petition.
In State Parliament on Tuesday Mr Ward took the unusual step of criticising his own government.
Mr Ward said he passed on the "consistent stream of complaints" he received to Transport for NSW and Transport Minister Gladys Berejiklian.
"The response I have received from the department is simply inadequate," Mr Ward said in Parliament on Tuesday.
"In language that would make Sir Humphrey Appleby blush, I'm told that Transport for NSW is 'monitoring' the situation. Are they really?
"Has the department monitored people having to stand for uncomfortable distances on a daily basis? Are they monitoring customer frustration as calls for change are made without any reply? Are they sympathetic to the cause of commuters or is the talk of delivering a timetable with commuters in mind rich on rhetoric and thin on substance?"
Having caught the 4.24pm service himself, Mr Ward said it "makes a sardine can look spacious".
Mr Ward also said he planned to table a page of his petition in Parliament every day until the issue is addressed.
"This petition will continue to be run until this problem is fixed. I will not accept obfuscation and bureaucratic fob-jobs as acceptable response to my constituents' concerns.
"What is clear is that there will be no shortage of signatures to fill the pages I will present to the house. And if I have to fight the government of which I am a part - then that is exactly what I will do."
He did thank the government for the work done on public transport on the South Coast, including the new train station at Shellharbour junction and a number of car park upgrades.
