More concrete details of a new tower development planned for Railway Parade have emerged, with the 28-level proposal now on exhibition through Wollongong City Council's website.

According to documents lodged by PRD Architects, the development plans for the Sam's Warehouse site include 79 units, 1411 square metres of retail space over two levels and 123 parking spaces for residents, shoppers and visitors.
There will be 19 three-bedroom, 50 two-bedroom and 10 one-bedroom apartments over 25 levels, as well as two levels of basement parking and storage.
Former Wollongong Lord Mayor and Skytower developer George Harrison and lead architect Peter Rasa revealed they were lodging the $38 million plans earlier this month.
According to the documents before the council, their proposal "generally complies" with relevant planning controls such as height and floor space ratio.
The architectural roof feature "marginally exceeds" the 80-metre height restriction, the plans say, however the developers said this would likely not require an exemption from NSW Planning.
The current Sam's Warehouse building and all existing vegetation on the site would be removed as part of the proposal.
The developers have also submitted a traffic impact plan, which found there would be "minimal" traffic generation.
The traffic impact plan found the development would provide parking - including 38 bicycle and eight motorcycle spots - to cater for residents and retailers .
The developers say the proposal "will provide for a prestigious building" near public transport, the CBD and the hospital.
The plans will be open for comment until November 28.
As the project is worth over $20 million, it will be referred to the Joint Regional Planning Panel for consideration.
