But eight months later, questions are being asked about what happened to the money raised from the briefing session with Wyong mayor Doug Eaton, and whether electoral funding laws have been breached.

The March 21 luncheon, about the "significant changes and opportunities" of Wyong's new local environment plan (LEP), promised would-be attendees that "the boom is coming".

"Join Mayor Doug Eaton to explore these opportunities and get ahead of the game," said the invitation, which listed Ruby Eaton's details as its contact information.

As well as speaking about the new LEP, the mayor would be "seeking proposals to incorporate into the first major amendment", the invitation said.

"This is your chance to directly influence planning in Wyong."

Cr Eaton was to be joined by fellow guest speaker and independent councillor Greg Best, chair of the council's economic development committee.

About 100 people attended the luncheon, according to staff at the Mingara Recreation Club.

Payments of $150 a person, or $1350 for a table of 10, were directed to the Commonwealth Bank account of the China Australia Friendship Association.

Mrs Eaton, also known as Hongyi Yang, is president of the association.

Mrs Eaton said on Wednesday she could not remember who attended the event, how much money was raised or what it was used for. "But I can check," she said. She did not return Fairfax Media's calls on Thursday and Friday.

Mrs Eaton is also a member of the council's multicultural advisory committee. Her profile for the role boasts that she has "high-level political connections".

And last month it appeared these connections could have been about to improve. Cr Eaton told his local paper that he was considering Liberal preselection to contest the The Entrance seat in next year's state election.

The seat is to be vacated by Chris Spence, who was embroiled in an ICAC corruption inquiry into the illegal donations from property developers.

Cr Eaton, who said this week he was not seeking a tilt at the state seat for the Liberals, rejected any suggestion of impropriety.

The mayor said the luncheon, which he likened to any event organised for the development industry, had attracted a "reasonable crowd of local identities", including builders, planners and Wyong Chamber of Commerce members.

"I guess CAFA maybe made a few thousand dollars," Cr Eaton said.

He said he had received a bottle of wine and two proposed amendments to the LEP, "one from a planner and one from a private citizen".

"I have passed both onto staff for assessment," he said.

Cr Best said he did not receive any donations or payment "whatsoever" for speaking at the event.

But the opposition's local government spokeswoman, Sophie Cotsis, said that given ICAC's revelations about Liberal MPs receiving funds from prohibited donors, Paul Toole should have "no hesitation" in launching an investigation.

"The Minister for Local Government must undertake an immediate investigation of this matter to determine whether any misconduct has occurred," she said.

A spokeswoman for Mr Toole said: "Any concerns that councillors are acting inappropriately should be raised with the Office of Local Government.

"Or, if there is a concern that a councillor has breached the council's code of conduct, these concerns should be raised with the council's general manager."
