NSW Governor David Hurley will be asked to agree to the release of highly sensitive documents relating to a bugging scandal potentially involving some of the state's most senior police officers.

Shooters and Fishers MP Robert Borsak will move on Friday that the NSW upper house agrees to approach Mr Hurley for the release of the documents, which include affidavits and other material used to support listening device warrants to target corrupt police officers.
The warrants were issued by Supreme Court justices Virginia Bell and John Dowd in April and September 2000.
They were used by the police Special Crime and Internal Affairs and the NSW Crime Commission in a covert investigation codenamed Operation Mascot into allegedly corrupt NSW police officers between 1999 and 2001.
The current Commissioner, Andrew Scipione, and a current Deputy Commissioner, Catherine Burn, worked at SCIA at the relevant times.
One of the detectives SCIA was bugging was Nick Kaldas, now also a Deputy Commissioner.
Complaints by police about the bugging operation, which not only targeted corrupt police but also honest police and even a journalist, were investigated internally by Strike Force Emblems.
However, successive governments refused to release the report.
On Friday Mr Borsak will also seek Parliament's support to call for the tabling of the Strike Force Emblems report, its recommendations and any related legal advice and other documents.
His motion, which is set to pass with Labor and Greens support, proposes these and the Supreme Court documents be made available to a select committee established last week to investigate the NSW Ombudsman's ongoing investigation into Strike Force Emblems.
The select committee was established to examine why the Ombudsman, Bruce Barbour, has yet to finalise his investigation after more than two years.
The documents, if released, will be available only to upper house MPs. The select committee will decide whether they should be made public.
Mr Borsak said the documents because "they go to the heart of the issue. It's important for the committee to have proper access to them to maybe work out what happened".
Greens MP and justice spokesman David Shoebridge said the documents would show why the "questionable" warrants were signed off by some of the state's most senior judges.
