The Baird government will set aside $1.5 billion from its Restart NSW infrastructure fund to help "kick-start" the $20 billion worth of projects it is promising to bankroll from the partial sale of electricity assets if it wins next year's election.

If it goes ahead, the lease of 49 per cent of NSW electricity assets is not anticipated to be completed until the end of 2016.
But it is understood $1.5 billion already in Restart NSW from previous privatisations and allocations of windfall tax revenue will be reserved to accelerate the $20 billion infrastructure plan, called Rebuilding NSW.
The detail has emerged amid questions about how the government can claim it will earn $5 billion in interest over 10 years by investing the $15 billion in transaction proceeds, while at the same time spending on projects expected to be completed in that time.
