Three premises involved in an investigation by the Mercury, published two weeks ago, are still open and continue to advertise under "Adult Services".
One ad lists names and ages of women available along with descriptions such as "cute, busty", "sexy, busty" and "pretty, Sz8".
None of the businesses operating as massage parlours have development approval to provide any kind of adult sex service.
No fines or closure orders have been issued, while Wollongong City Council says it is "currently conducting investigations into a number of businesses in the city".
Online brothel forums contained multiple reviews of two of the advertised businesses that suggested their services extend well beyond that of a normal massage premises.
One operator was praised by a reviewer for its low $20 price for a "happy ending".
Another had 142 responses to its review section, dating back more than two years.
Asked why closure notices had not been issued, a council spokesman said "an advertisement does not of itself provide strong enough evidence".
Under the Environmental Planning and Assessment Act 1979, councils are authorised to inspect premises, investigate development compliance and issue fines where appropriate.
The council can also apply to the local court or Land and Environment Court to issue a cessation of utilities to cut off gas, electricity and water to a premises that defies a closure order.
Documents obtained by the Mercury reveal that while council has successfully investigated and ordered registered sex service providers to comply to development application standards, there are no records of investigations into the unapproved businesses advertised.
