The 53-year-old was jailed for a minimum three months on Tuesday, having broken the law twice within the space of two hours on the morning of August 3.
Port Kembla Local Court heard police signalled the West Wollongong man to pull over for a random breath test on the Princes Highway at Figtree around 12.10am after noticing he was driving with his headlights off.
After returning a positive reading, Quilkey was taken to Wollongong police station where he returned a blood-alcohol reading of .194, nearly four times the legal limit.
Thirty minutes later he was pulled over driving the same car along Five Islands Road at Port Kembla, after police saw him swerve and nearly hit a kerb.
A second breath analysis showed he still had a blood-alcohol level more than three times the legal limit, at .162.
Quilkey's lawyer Matthew Ward told the court the 53-year-old had suffered a number of personal tragedies in recent years.
