A decision on whether the contentious Shellharbour City Hub project goes ahead may not be made before the end of March 2015, as Shellharbour City Council prepares to lodge revised plans for the project to the Joint Regional Planning Panel.

The key milestone for the $57 million project has long been identified as the awarding of a construction contract.
The original timetable said the contract was due to be awarded in August 2014, but this was pushed back to October.
The southern JRPP approved the council's development application in October, however, some strict conditions were imposed on the proposed building, such as additional car parking.
The council has not commented on how much the extra 24 car spaces would cost, but some opponents to the project have claimed that with potential excavation required, it could add more than $1 million to the project.
Council general manager Michael Willis said most of the conditions could be easily met but the council was taking the issue of extra parking seriously.
"The JRPP made it clear that parking was the issue that they had the most concern over," Mr Willis said.
He said he expected the council could see the details of a construction contract before the end of the first quarter next year.
He said ADCO Constructions, engaged for "early contractor involvement" to help refine the design and lock in a completion price, would continue their work early in the new year.
