Daniel Glenn James Merrett was refused bail in Port Kembla Court on Tuesday over the allegations, which police allege involved dozens of phone calls to the woman on a private phone number.
On the rare occasions she would answer the calls, it is alleged Merrett begged her not to hang up on him, at one point saying they had to "sort out" their problems.
The court heard an apprehended violence order put in place by the court in September prevented Merrett from approaching or contacting the woman other than through his legal representative.
However, police allege he repeatedly contravened the AVO by making multiple phone calls and sending a flurry of text messages to the woman between December 27 and December 29.
He was arrested on Monday and charged with contravening an AVO, as well as a property damage charge relating to his time in the police holding cells.
It is alleged Merrett, who suffers from several medical conditions, including one which requires him to permanently wear a colostomy bag, emptied the bag full of urine all over the holding cell.
The cell had to be forensically cleaned before future use, police said.
In court on Tuesday, defence lawyer Angela Melouney said Merrett's multiple medical illnesses required significant attention, and he suffered from considerable mobility issues, meaning time behind bars would be especially onerous for him.
However, registrar Nicole Hoffman refused to release Merrett, noting he was already on two good behaviour bonds for domestic violence matters involving the same woman.
She said protecting the community was of paramount concern to the court, and Merrett's behaviour towards the woman appeared "to be escalating".
She made a recommendation to NSW Corrective Services that Merrett be given access to medical treatment as required.
