The 24-year-old told police he was walking alone along River Road in Sussex Inlet in the early hours of Sunday morning when he was struck on the back of the head and fell to the ground.
The victim said he was pinned down and sexually assaulted by two males, before he was able to break free and run to the caravan park where he alerted his friends.
He then reported the assault to Sussex Inlet Police Station, and was taken to hospital for treatment.
A NSW Police spokesman said police did not have a clear description of the two offenders, but the victim said he saw a car similar to a silver Audi hatchback being driven near where the sexual assault occurred.
The spokesman said the man was on holidays at the time and was staying at the caravan park with a group of friends.
The exact time of the incident was not clear, the spokesman said.
Police from Shoalhaven local area command have launched an investigation into the assault.
They are appealing for anyone with information about the assault, or the occupants of the silver car, to contact Crime Stoppers on 1800 333 000.
