The woman was sitting alone on the Sydney-bound service about 11am Tuesday when a 39-year-old Campbelltown man sat down beside her.
The man allegedly left the carriage a short time later after the woman yelled at him.
Fellow travellers raised the alarm with police and rail authorities and security guards were waiting on the platform when the train stopped at Helensburgh station.
The service was delayed for an estimated 40 minutes while Wollongong Police found and arrested the man.
He was interviewed at Wollongong Police Station and charged with three counts of indecent assault.
He has been granted bail to appear at Port Kembla Local Court on March 24.
The bail includes strict conditions aimed at protecting the alleged victim.
