Cr Bradbery labelled the attack on the Figtree loo "a premeditated act of wanton destruction" and said the young men responsible should be ordered to pay for the damage.
Unanderra man Ryan White was originally sentenced to a minimum nine months' jail in Port Kembla Court and ordered to pay $127,000 in compensation, despite having no prior criminal record, a steady job and glowing references from friends and family.
He appealed the decision, with Judge Paul Conlon this week agreeing White had been dealt with far too harshly in the lower court for what was a "foolish prank".
Judge Conlon released the 22-year-old on an unsupervised good behaviour bond and removed the entire compensation order, saying it was silly to expect a young man to pay such an amount.
Cr Bradbery labelled this decision "very questionable" and said he planned to write to the Department Public Prosecutions to have it reviewed.
White and another Unanderra man Peter Cowan along with a youth who cannot be named used butane gas cartridges and sparklers from Kmart to blow the door off the toilet block in August last year, rendering it unusable.
"In my estimation, this is not on," Cr Bradbery said.
"It was a criminal act that is a threat to public safety as well as damage to a public asset.
"I do not believe the young person should have to go to jail, it's more about finding a way to make him and his accomplices accountable for their actions."
He said White and his friends should be expected to "contribute a sizeable proportion" of the toilet's replacement cost, even though the council was insured for such damage.
"Damage of this magnitude is multiplied over many times in our city and it comes out of the ratepayers' pocket," he said.
"The money we spend on graffiti and vandalism [through staff time and other resources] detracts from other budget priorities to the quantum of over $500,000 [a year].
"Foolish pranks cost us another skate park, another playground or footpath or a community grant."
