Police have arrested two men and closed part of a Penrith carpark after they found a suspicious package in a parked car.

Police swooped on the white Mitsubishi Magna behind Adams and Partners law firm in Allen Place at 11.40am on Monday. The car contained a package and also reportedly a flammable substance, which police are analysing.
The package was found in the boot of the vehicle after the men, one on foot and one in the car, were arrested.
Wearing protective suits, police began searching the vehicle, at one point using a remote camera. The Penrith City Gazette reported the car has been searched a number of times.
Police have confirmed the package does not contain an explosive, but "something like" a powder. Forensic analysis is ongoing.
An exclusion zone was created around the vehicle. A representative from Adams and Partners told Fairfax Media the location of the car was a coincidence and police had not contacted the firm.
