Wollongong police duty officer Inspector Jim Fryday said the pursuit started in Figtree, on Gibsons Road, after an alleged traffic offence about 2pm.
It lasted no more than 10 minutes and went through Figtree, Wollongong and north to Elliotts Road at Fairy Meadow.
The male driver then went back up Squires Way towards the Novotel before hitting the kerb at the corner of Blacket Street and Cliff Road.
"The women was arrested at the car and the male driver ran across the road, Kembla Street, into a Blacket Street unit and was arrested there," Inspector Fryday said.
He said the pair was facing "possible other offences" after the chase.
Blacket Street was taped off between Kembla Street and Cliff Road and numerous police and sniffer dogs were in attendance.
Bar patrons witnessed the crash, which caused the Mazda's air bags to inflate and spilled items on the road.
