Mr Bresser and Liberal candidate Cameron Walters were the only candidates to watch as Noreen Colonelli, from the No Land Tax party, secured the sought-after No.1 position on the Wollongong ballot paper.
Ms Colonelli lives in the inner-west Sydney suburb of Drummoyne.
Mr Walters drew second spot, followed by Clarrie Pratt (Christian Democratic Party), Arthur Rorris (independent), Phil Latz (Australian Cyclists Party) and Noreen Hay (Labor).
Mr Bresser rounded out the list.
The ballot draw followed the same pattern in Kiama and Heathcote.
No Land Tax party candidates also topped the ballot paper and Greens representatives were listed last.
Nominations were finalised on Thursday, with 30 candidates to contest the five Illawarra seats when NSW goes to the polls on March 28.
