Opposition Illawarra spokesman and Keira MP Ryan Park made the $6 million pre-election pledge - "supporting the new face" of the region - atop the escarpment on Thursday.
Under the plan, the park would be redeveloped to include a new cafe or restaurant, as well as improvements to signage, walking tracks and visitor information.
Mr Park said the upgrade had been "on the radar" of organisations for a long time.
"I'm so excited about this because it's essentially a landmark announcement about where the Illawarra is going to go in the future," Mr Park said.
"We're always going to be, for some time, associated with heavy industry but we've got to embrace tourism; we must embrace the visitor economy."
Mr Park said the "derelict site" had been neglected for too long.
"There is nowhere else on the eastern seaboard where you get such a panoramic view, a beautiful escarpment overlooking a wonderful town and city," he said.
"I want to make this a vibrant place ... a destination of choice."
Destination Wollongong general manager Mark Sleigh said responsible development and sensible activity, including trail walking and mountain biking, on Mount Keira would create a better environment.
Mr Sleigh was pleased to see an election focused on job creation.
"It's really important if we are going to create those jobs we have the infrastructure that underpins them," Mr Sleigh said.
"What we're talking about here [on Mount Keira] is key infrastructure, it's ideally located ... to be activated for the tourist economy."
"We're all a little bit disappointed with the current condition of Mount Keira."
Mr Sleigh said the NSW government had set an "aspirational" target of doubling the state's overnight visitor economy by 2020.
"In order to achieve that goal there's no doubt infrastructure needs to be created," he said.
"We have some fantastic opportunities in Wollongong; Mount Keira is certainly one of them, the convention centre is another and both would create endless jobs."
Labor's $6 million for Mount Keira would come from its $380 million Illawarra Infrastructure Investment Fund.
