But a spokesman for the Premier said the letter was never received.
Mr Kramer, a quadriplegic, has been campaigning for decades for lifts at Unanderra.
In his letter, he asked Mr Baird for his stance on the upgrade at Unanderra.
"What I want to know is how much longer do we have to wait for this easy access upgrade to happen?" Mr Kramer wrote.
"Do I have to wait until another Labor government is voted in because I live in a relatively safe Labor seat in my area? If this is true, then it is quite sad that your government plays politics because of where I live."
In the letter, Mr Kramer said he had been told the government used set criteria when deciding to create easy access for stations. These included medical, tourism and shopping.
Mr Kramer said he believed Unanderra qualified in all three categories because of the presence of three nursing homes nearby, the Nan Tien Temple and university, and large supermarkets in the suburb.
He sent the letter on February 10 and, more than a month later, he still has received no reply.
"I thought of all people, he would have replied to me," Mr Kramer said. "He's said 'I govern for all the people of NSW'. I'm really surprised that I didn't get a letter of any sort to acknowledge that he received it.
"Or just like a form letter you get from politicians - 'we're looking into it but we can't promise'.
"So it's very disappointing. I thought he was different but I guess he's not. He's just another politician."
A spokesman for Mr Baird said a search did not uncover the letter.
"We have no record of receiving Mr Kramer's letter, however, we have again raised this matter with the Transport Minister on his behalf," the spokesman said.
"We direct you to the minister's office who can provide you with a response."
But for Mr Kramer and the community, the fight continues with a public rally at Unanderra station at 7pm on Wednesday.
"I'll definitely be there," Mr Kramer said. "I'm hoping there will be lots of people there to show that it's needed.
"I hope everyone turns out to support it. It's not just for me in a wheelchair, it's about the whole community. It's about young mums and dads with kids and toddlers, people who have ambulatory problems."
