In its 2015-2016 draft annual plan, released this week, the council flags its intention to get on with the business of replacing and renewing much of the city's ageing infrastructure.
It sets aside $81.86 million for capital works, on par with the $82.8 million invested this year.
That sum includes $14.29 million for roads and bridges; $14.98 million for footpaths and cycleways and $14.87 million on buildings.
As announced last year, the council will collect an extra $4.56 million from residents in 2015-2016, courtesy of a 6.23 per cent rates increase.
The extra funds will contribute to a total projected income of $261.9 million, of which $101.4 million is earmarked for employee salaries and wages.
The plan aims to recoup $1 million from "efficiencies".
Council general manager David Farmer said the goal would be to create these savings proportionally across all individual services within council.
"Every area in our organisation gets a target," he said.
The Bulli surf club funding follows a long-running fundraising drive by the club that has accrued hundreds of thousands of dollars in donations and state government funds.
Club president Keith Caldwell welcomed news of the proposed budget item.
"It's exciting news, but we haven't received anything official from council yet," he said. "We're lodging our construction certificate plans with council tomorrow."
The draft annual plan proposes allocating $211,000 to reinstate the "lost" Garrawarra Cemetery and $211,000 for the Hill 60 master plan.
Other projects flagged to begin or continue include the Berkeley Community Centre refurbishment, Bald Hill upgrade, West Dapto Access, stage one of the Grand Pacific Walk pathway (between Coalcliff and Stanwell Park) and refurbishing Thirroul pavilion.
The draft documents will go before councillors at their March 30 meeting.
An exhibition period will be held from April 2 to May 1.
