After just scraping through the 2011 count to beat independent Gordon Bradbery by 682 votes, the Labor MP faces another battle against independent challenger, Arthur Rorris.
Mr Rorris announced his resignation from the Australian Labor Party in early February so he could go head-to-head with Ms Hay. In the lead-up to the vote, the preselection was plagued with allegations of branch stacking, doctored minutes and dodgy attendance books.
More recently, Mr Rorris and Ms Hay have accused each other of hiding from the electorate and not running a clean campaign respectively.
On the campaign trail, Ms Hay has pledged money for her "trifecta" of priorities - easy-access lifts at Unanderra train station ($25 million), the revitalisation of Port Kembla ($5 million) and extending the WIN Entertainment Centre to include a convention facility ($35 million).
The seat's Liberal challenger is national car racing driver and University of Wollongong student Cameron Walters.
Mr Walters has also listed upgrades to Unanderra station and Port Kembla revitalisation at the top of his priority list.
Mr Rorris's election platform centred around anti-corruption, maintaining a working Wollongong Harbour and "releasing the handbrake" on old politics by encouraging a new city through small bars, live music and creative spaces.
He denies his independent status would be an obstacle to getting things done if elected.
Former president of the UOW student union Mitchell Bresser is flying the flag for the Greens, while the Australian Cyclists Party is represented by publisher Phil Latz. After running last time around, Dr Clarrie Pratt is again mounting the Christian Democratic Party's fight for the electorate.
A minor boundary redistribution means the seat now takes in Towradgi (formerly Keira) and increases Labor's margin from 8.9 per cent to an estimated 9.3 per cent.
