In a community show of support, everyday voters penned messages praising the sitting member as she fought to retain her seat in Saturday's state election.
The NSW Electoral Commission confirmed the "dear neighbour" letters, seen by the Mercury, were unauthorised because they didn't include the sender's address.
One of the letters described Ms Hay as "always approachable" and someone who has "helped people from all political camps".
"Noreen always gets things done for our local area.
"She is also a true local and member of our community. I always see her out and about at various sporting and cultural events," one letter read.
"If Noreen loses her seat, we all lose someone who will fight hard for us and has delivered time and time again."
When asked about the letters, Ms Hay said she had contacted the men responsible and they had provided a signed statement.
"We wrote these letters as supporters of Noreen Hay.
"We have been upset at the negative and underhanded campaign against her and wanted to do our bit to set the record straight," the statement said.
"All we wanted to do was let our neighbours know how she has helped us and the community."
The statement said the men told Ms Hay of their intention to send letters of support.
"We are not familiar with the electoral laws and accidentally handed out unauthorised copies," they said.
"Once we realised the mistake we corrected it and have been sending out authorised versions."
