Already a winner in the Bondi Bluewater Challenge and the Stanwell Park Ocean Challenge, Montgomery showed his immense open water potential by ending in 23:37 minutes, 22 seconds ahead of second-placed Wesley Roberts, who was more than a minute ahead of Josh King in third.
Montgomery looms as a contender for Australia's open water representative at the Rio de Janeiro Olympics next year, but will face stiff competition from Wollongong's Jarrod Poort.
Swimming NSW development squad member and Wests Illawarra swimmer Niamh Bourke was the first female swimmer to finish, sixth overall in the impressive time of 25:22 minutes.
Kaitlin McKeon, Madeline Bakker and Melissa Folkes were all within one minute of Bourke.
A total of 96 swimmers took to the water, including 60 male competitors.
On Sunday Wollongong triathlete James Davy stole the show, winning the main running event easily.
Davy finished the 10km circuit around the harbour in a time of 26:37 minutes, almost three minutes ahead of his closest rival.
Christopher Breen was next best with a time of 29:09, crossing the line 40 seconds ahead of third-placed Laura Cook.
Taya Kelly won the five-kilometre run in 15:06, and Cooper Kerridge beat home 20 other competitors to win the junior two-and-a-half kilometre event.
More than 170 people took part in the running events on Sunday, with 99 of those lining up in the 10km race.
