Mr Baird would not be drawn on the extent of the shake-up but told Fairfax Media on Sunday that "over the next few days I'll be putting together a team I think that NSW will be very proud of".
Among the changes, Transport Minister Gladys Berejiklian could be promoted to the Treasury portfolio and Treasurer Andrew Constance moved sideways to health.
Ms Berejiklian - like Mr Baird a former banker - is understood to have been interested in the Treasury role but wanted to wait until after the election.
The position will be crucial to the Coalition's second term because it will be key to overseeing the planned 99-year lease to the private sector of NSW electricity transmission business Transgrid and 50.4 per cent of distributors Ausgrid and Endeavour Energy.
"Baird will want to put his strongest team on the park and by any measure Gladys Berejiklian is his best-performing minister," one Liberal source said.
There is widespread speculation among Liberal MPs about other likely changes, including Mental Health Minister Jai Rowell being dumped from cabinet.
Mr Rowell ran foul of Mr Baird over the failure to secure preselection to the upper house of former journalist Dai Le.
Despite Mr Baird backing her selection, Mr Rowell instead backed his ally, Wollondilly councillor Lou Amato.
A possible option to replace Mr Rowell is Liberal rising star and parliamentary secretary Matt Kean, who has been a strong advocate on mental health issues.
Other ministers being discussed as potential casualties are Planning Minister Pru Goward, Attorney-General Brad Hazzard and Mr Ajaka, who is also Minister for Ageing and Disability Services.
Among those being discussed for promotion into cabinet are Legislative Council president Don Harwin and parliamentary secretary David Elliott.
There are suggestions that Nationals rising star Niall Blair could be handed the emergency services portfolio currently held by Police and Sports Minister Stuart Ayres.
The Mercury contacted Mr Ajaka and was told by a spokesman to direct questions to the Premier's office.
A spokesman for Mr Baird said no comment would be provided.
