Ms Carpenter contacted the Mercury in February saying she had been trying for the previous four months to connect to the NBN with Telstra to no avail.
Three months later, she is still not connected.
"I've almost given up - I can't really be bothered with them any more," Ms Carpenter said of Telstra and the NBN company.
But she needs to be connected to the NBN, which will run phone lines when the copper network is turned off in January 2016.
"Both my husband and I have heart problems so we need the phone in case something happens," she said.
The NBN rollout map says "The NBN network is available in your area".
But the problem for Ms Carpenter is in the next line: "There may be an issue at your specific address".
"It just says there's an issue but no one will tell us what the issue is," Ms Carpenter said.
That was the problem in February and is still the problem now. In February an NBN spokeswoman said they were working to connect "complex buildings" in Ms Carpenter's area.
"These premises require additional work before an owner can connect to the NBN," the spokeswoman said.
In that same story Telstra said it was waiting for NBN to let it know when Ms Carpenter's house could be connected.
A Telstra spokesman has confirmed that that was still the situation today - they cannot connect a service until they get the go-ahead from NBN.
A spokeswoman for NBN said part of the difficulty with the installation was that the homes in Ms Carpenter's estate were being treated as multi-unit dwellings rather than separate homes.
This could lead to the situation experienced by Ms Carpenter and her neighbours, where some residents are able to connect while others have to wait longer.
"We apologise for any inconvenience that Ms Carpenter has experienced and we are working hard to ensure that she can order a service over the NBN as soon as possible," the spokeswoman said.
