The draft plan has been developed by Shoalhaven City Council with the assistance of key stakeholders and community members, including the Berry Riding Club, which has been forced to move from its previous home due to the construction of the Berry bypass.

The council said the 35.5 hectare site at Andersons Lane provided "an immediate solution" for the relocation of the previous facilities.

Stage one of the proposed Shoalhaven Equestrian Centre of Excellence would replace what the club had, while also allowing future development of the site to a much larger facility.

The total cost of stage one is estimated at around $450,000 the equivalent to the "like for like" cost agreement between RMS and council for relocation.

The first stage includes a multi-purpose grass arena enabling space for show jumping and dressage events.

Basic access, parking and administration facilities would also be incorporated, though only as temporary facilities which would be replaced when the broader design was implemented.

Further works totalling more than $3 million are proposed in subsequent stages as funding becomes available.

Among the proposed facilities are an additional multi-purpose arena (including an all-weather facility), three-star cross-country track, dedicated training area, camping areas with stalls, administration and storage facilities, as well as an undercover arena area as the central showpiece.

Opportunity also exists for equine-related businesses to be accommodated on site in the long term.

Shoalhaven Mayor Joanna Gash said the proposed Equine Centre of Excellence would provide large-scale and ongoing economic benefit.

It would provide the area with "a multi-purpose facility capable of hosting horse festivals, dressage, cross-country and showjumping events," Cr Gash said.

"Given the size and importance of this project, it is important that local residents take the opportunity to read the draft master plan and have their say on the proposal."

The draft plan can be viewed on Shoalhaven Council's website and is open for public comment until June 5.
