According to documents lodged by TCP Planning the house at the corner of Corrimal Street and Georges Place will be replaced by a four-unit complex.
The plans have been lodged on behalf of A Musumeci Pty Ltd, one of Wollongong's largest fishing and seafood companies.
The new building would have one three-bedroom unit on each level over four floors, as well as a basement car park for eight cars and a communal rooftop terrace.
Planners said the building "is an appropriate outcome for the site, given the high density residential context of development in the broader locality and the future desired character for the precinct". It met "the majority of key controls", the documents said, except those relating to "building height and setbacks, overshadowing, deep soil zone and basement design".
The proposed building would be just under a metre higher than the 16-metre height limit, however planners said this was due only to a small part of the lift structure and a shade cover and should be considered an acceptable variation.
The planners have also pointed out that the neighbouring three-storey apartment block at 57 Corrimal Street would not receive the required three hours of sunlight during winter.
They believe this should be considered acceptable because all other neighbouring properties will get enough sunlight and the building is located in the city centre.
There have been a number of attempts to develop the corner block in the past four years, with one 2011 development application refused, another withdrawn and a different apartment building application approved in 2013.
The plans will be on exhibition through Wollongong City Council until June 3.
