The Dragons have overcome a lack of size with grit and determination this year but 26-year-old Masoe will be a welcome addition on a two-year deal next season.
The Samoan international, who won a Super League premiership with St Helens last year, has played 63 NRL games since debuting for the Roosters in 2010 and last played in the NRL with Penrith in 2013.
After cleaning out the club prior to season kickoff, coach Paul McGregor and recruitment chief Peter Mullholland have largely looked in-house to rebuild the Dragons roster with Will Matthews, Mike Cooper, Leeson Ah Mau, Jake Marketo, Eto Nabuli, Jason Nightingale and Peter Mata'utia all re-signing in recent weeks.
Mullholland said Masoe will bring something the club has lacked in recent years.
“Mose will be a welcome addition to the club as he is able to provide both the additional size and go-forward which is vital in all strong forward-packs,” Mulholland said.
“He is presently playing his trade in the traditionally physical Super League competition and is a key player for the strong St Helens club.We look forward to welcoming him to the club during the off-season.”
