Reverend Michael Williamson said the church was in the process of lodging a development application with Shellharbour City Council for the project.
The concept includes a 500-seat auditorium, conference rooms, a childcare centre, cafeteria, community soup kitchen plus a chapel to be used for baptisms, weddings, funerals and formal church meetings.
Rev Williamson said the church had been on the current site on the corner of Wattle Road and Wallaroo Drive since 1997, but it didn't take long for the church to realise the current building's limitations.
A complete rebuild is proposed that would make use of "every inch" of the site.
"The project will provide jobs in the building and operational phases," Rev Williamson said.
"The completed facility will supply multiple opportunities for training and skill development as well as a place of hope and encouragement for those in need."
Rev Williamson said the church was now seeking funding from its congregation and external partners to meet half of the $9 million construction target.
It was also preparing an application for matching federal funds through the National Stronger Regions Grant Scheme.
