The first stage of the upgrade, which included rebuilding the lower car park, is now complete and the food van has returned in time to feed school holidaymakers.
Stage two will involve roadworks and construction of a roundabout and the associated walkway to improve traffic, parking and safety. The amenities block will be rebuilt next year and is expected to be finished by late 2016.
During this phase the site will stay open but access will change, with those visiting the headland asked to follow the instructions of traffic controllers or signage installed on the site.
Minor delays may be experienced on Lady Wakehurst Drive and Otford Road.
The council said it expected the road works to be finished by November.
The project was part funded by the NSW government's Restart fund.
