The new video, which appears to show Russian-backed rebels ransacking the luggage of dead passengers from the crashed Malaysia Airlines flight, would be especially disturbing for grieving families to see on such an emotional day, she said.

"It is revolting to watch," she told the Seven Network.

Ms Bishop said she couldn't verify the authenticity of the video, which has been released on the one-year anniversary of the disaster.

"It is sickening to watch and, 12 months on from the downing of MH17, it is deeply concerning that this footage has emerged now," she told the Nine Network.

"Their grief is inconsolable and the burden of grieving and then seeing this footage will be almost too much to bear."

A total of 298 people, including 39 who called Australia home, were killed when the plane was shot down over eastern Ukraine a year ago.

Hundreds of family members will attend a commemoration at Parliament House in Canberra on Friday.

Prime Minister Tony Abbott hopes the ceremony in Canberra on Friday will bring some comfort to those left behind after the crash.

He said the video, obtained by News Corp Australia, exposes the enormity of what happened.

"It highlights the fact that this was an atrocity, it was in no way an accident," he told ABC TV on Friday.

"This plane was deliberately shot down by Russian-backed rebels, we think, using Russian-supplied missiles."

The video has since been handed over to investigators, according to News Corp Australia publications.

Mr Abbott said it was vital that investigations continue into the incident. "We owe to it the victims to do justice and that's what we are still trying to do."

Ms Bishop also flagged a second investigation report into the tragedy is expected to be released in October.

The next step is establishing an international criminal tribunal, but Ms Bishop acknowledged it would be tough to get it approved by the United Nations Security Council.
