The New Zealand international was one of five players charged over incidents in the weekend's round of NRL matches, including Wests Tigers forward Martin Taupau, who is expected to accept a three-match ban for dangerous contact on Sydney Roosters five-eighth James Maloney, and Canterbury playmaker Josh Reynolds, who is facing a two-to-three match suspension due to 130 per cent loading from five previous offences in the past two years.

Bromwich was charged with dangerous contact and referred directly to the judiciary with no grading assigned to the charge after Dugan made an on-field complaint to referee Matt Cecchin in the 69th minute of the match, won 22-4 by the Storm.

Reacting angrily as he got to his feet after making a tackle on Bromwich, Dugan pointed to the spot on his right arm where he claimed to have been bitten and spent three tackles trying to gain the attention of Cecchin, by which time the Melbourne star had been interchanged.

With the incident placed on report, Dugan was contacted on Monday by the match review committee and asked to testify if Bromwich was charged, and he agreed to appear at the judiciary hearing.

While it is unclear what penalty the NRL would seek if Bromwich was found guilty, Canterbury prop James Graham received a 12-match ban for biting Storm fullback Billy Slater in the 2012 grand final, while Bulldogs forward Brad Morrin was given an eight-match suspension for biting Parramatta's Timana Tahu in 2007.
