However, he has played down the implications of a scathing report, released on Tuesday, saying any ‘‘systemic’’ issues identified in the report were contained to one division.
Cr Bradbery requested the Internal Audit Bureau at the May18 council meeting, and said he welcomed a ‘‘thorough investigation which clearly identify problems in the organisation’’.
‘‘Clearly systems weren’t in place, and contamination took place because they weren’t in place,’’ he said.
‘‘This highlights systemic problems in the organisation ... but also the failure to do the appropriate checks.’’
While recognising the sweeping criticisms in the audit report could raise questions about the council’s processes in other areas, Cr Bradbery said he was confident the problems were contained to the division dealing with waste management and small amounts of excavated materials.
‘‘These [comments] are certainly a worry, but let me just say that this is only in relation to the use of small amounts of material that have been brought together in stockpiles,’’ he said.
‘‘All our major projects are supervised adequately, it’s not through the total organisation. Councillors receive feedback through our quarterly reviews and budget documents, ... so it is a glaring inadequacy ... but it’s only at this level.’’
As promised, Cr Bradbery said the asbestos bungle would form part of general manager David Farmer’s upcoming annual performance review.
‘‘It certainly will be, and I’ve already had discussions with my colleagues on the committee,’’ Cr Bradbery said.
‘‘This will need to be sorted, and it will be audited.’’
